Zhejiang Legislative Affairs Office is a working body to the Zhejiang Province Government.
The main functions and competence of Zhejiang Legislative Affairs Office:
1. Taking the whole situation into account and making the overall planning accordingly on the legislation work of the province government, working out the annual legislation programme.
2. Drafting, or organising the drafting of, certain important Local laws and administrative regulations.
3. Reviewing and revising the drafts of laws and administrative regulations submitted to the province government by various goverment and departments.
4. In charge of opinion gathering of proposed law draft assigned by Legislative Affair Office of the State Council and Provincial Standing Committee of the People’s Congress.
5. Auditing the legal feasibility of administrative regulation documents and others; putting on records of and reviewing the regulation documents and some important administrative deed of the people’s government and various departments of government.
6.Undertaking the legislative interpretation of administrative regulations.
7. Carrying out study on issues of a general nature arising from the enforcement and implementation of the laws and administrative regulations involving common rules on government behaviours such as administrative litigation, administrative reconsideration, administrative compensation, administrative punishment, administrative license, administrative charges and administrative execution, and putting forward proposals for perfecting the systems and solving the problems thereof to the Province Government, as well as drafting relevant supporting administrative regulations, documents and official replies.
8. Undertaking administrative litigation case and administrative reconsideration case of Province Government;, guiding the administrative reconsideration work of lower government and departments.
9. organizing, facilitating and guiding the implementation of law and administrative regulations.Handling the problem of implementation of law and administrative regulations.
10.trainning the administrative tipstaff、administration reviewer and respondent staff and the leader of government legal system.
11. Classifying and codifying administrative regulations, and compiling the official version collections of laws and regulations to be published by the Province.
12. Carrying out theoretical and practical research on legal system and developing exchange with corresponding organizations.
13.To undertake other work given by the provincial government.
